Differentiated Integration

On 19 March, Prof. Michael Ambühl held a keynote presentation at the College of Europe in Bruges. The event "Foresight on Differentiated Integration" was organized by the European General Studies in collaboration and with the support of the Swiss Mission to the EU.

In his keynote speech, Prof. Ambühl focused particularly on the challenges and opportunities of a more differentiated pan-European partnership. Reflecting on the EU third countries that are "unable but willing" to join the Union and those "able but unwilling", he suggested that the EU may consider a more flexible EU neighborhood policy. A possible option for such a differentiated pan-European partnership would be a model based on the idea of concentric circles, applied on a pan-European scale, with the EU in the center.
